Turn on IPv4 routing on a multilayer switch, so its SVIs route between VLANs.

SW-Core(config)# ip routing

Routers route by default; a switch does not. Without this line the SVIs come up and answer pings inside their own VLAN, but nothing crosses between VLANs — and 'show ip route' on the switch prints only 'Default gateway is …'. 'no ip routing' turns it off again.
